620 Strategies was founded in January 2025 by Stéphane Vincent, an Ivy-League educated, seasoned public sector innovator and systems thinker with nearly 14 years of leadership experience spanning governance reform, digital transformation, and institutional modernization across fragile and post-colonial contexts.
Stéphane holds a M.S.Ed in Organizational Leadership from the University of Pennsylvania and a LL.M. in IT & Telecoms Law from the University of Strathclyde. Currently a doctoral candidate at UPenn and a fintech scholar at Oxford, Stéphane brings both systems experience and a research-driven lens to designing sustainable, human-centered innovation.
